Information on FY2023 Fukuoka City Emergency Monetary Relief for Rapidly Rising Prices


In response to rapidly rising prices, Fukuoka City is providing residence tax exempt households with emergency monetary relief of 70,000 yen per household to help support financially struggling households.

1. Payment amount

70,000 yen per household



2. Who is eligible

You must meet all of the requirements below.
① You are a head of household whose residence record was in Fukuoka City as of December 1, 2023.
② Every individual in your household is exempt from the flat-rate residence tax in FY2023.
 *You are not eligible if all members of your household were abroad as of January 1, 2023.
③ No one in your household has any undeclared income that would be subject to residence tax.
④ Your household is not made up of only dependents of a person subject to the residence tax.
⑤ Your household has not received or is not due to receive the monetary relief of 70,000 yen under this scheme from any other municipality.



3. How to apply

The application method to receive the payment differs depending on which category (1) to (3) is applicable to your household.

(1) If you received the FY2023 emergency monetary relief for rapidly rising electric, gas, food and other prices of 30,000 yen from Fukuoka City to the bank account of the head of your household:

No further action is required.
You will be sent a notification for the FY2023 Fukuoka City Emergency Monetary Relief for Rapidly Rising Prices (hereafter referred to as the notification) if you belong to this category.
You can find information in the notification on the expected payment date and the account to which the payment will be transferred.
If any of the following apply to you, however, please call the call center before the due date stated in the notification.
① You no longer meet all of the requirements set out in 2. Who is eligible above. If this is the case, you are no longer eligible to receive the monetary relief and we will go through the procedure to cancel the payment. 
② You wish to have the payment transferred to a different bank account. 
○ After you have contacted the call center, you will be sent an application form to change your bank account details. Fill in and send the form back with the following documents before Tuesday, April 30, 2024. (Same day postmarks will be deemed valid.)
 ・Your personal identification (e.g. a copy of your My Number card (front side only), driver's license or residence card)
 ・A copy of your bank/financial account book or cash card of the bank/financial account you choose
○ The payment is made roughly 3 weeks after the city receives your application form. Note that payments may take more time when your application is incomplete or during busy periods.
③ You want to decline the monetary relief payment.


(2) Your household does not belong to category (1) above but qualifies to receive the monetary relief payment as Fukuoka City has confirmed your household to be exempt from the FY2023 residence tax. 

You have been sent a confirmation form for the FY2023 emergency monetary relief for rapidly rising prices (hereafter referred as the confirmation form).
Read the following documents, fill in the form and return it by post by Tuesday, April 30, 2024. (Same day postmarks will be deemed valid.)

(3) You received neither the notification nor the confirmation form.

You need to apply to receive the monetary relief if you have not received either the notification or the confirmation form, even though you meet all of the requirements set out in 2. Who is eligible above. An application form can be downloaded online. (Paper copies are available at ward offices and branch offices.)
Read the following documents, fill in the application form and return it by post by Tuesday, April 30, 2024. (Same day postmarks will be deemed valid).

⚠ You can use other envelope of your choice.
⚠ Be sure to affix a stamp on the envelope.


The notification or confirmation form has not been sent to eligible households for the following reason(s):

① Someone has moved into your household from outside of Fukuoka City on or after January 2, 2023.
② Every individual in your household became exempt from the residence tax as a result of the amended tax returns or some other reasons.
⚠ You are not eligible to receive the monetary relief payment if all members of your household were abroad as of January 1, 2023, which means that you do not meet the requirement of every individual in your household being exempt from the flat-rate residence tax.


Application deadline:

Tuesday April 30, 2024 (Same day postmarks will be deemed valid.)



4. If you are taking refuge due to DV and other reasons:

If you are taking refuge due to domestic violence or other reasons, you may still be able to receive the monetary relief even if you are not at your registered address so long as you meet all the requirements.

(1) Who is eligible

You must meet all of the requirements below.
① You are a head of household whose residence record was in Fukuoka City as of December 1, 2023.
② Every individual in your household is exempt from the flat-rate residence tax in FY2023.
 *You are not eligible if all members of your household were abroad as of January 1, 2023.
③ No one in your household has any undeclared income that would be subject to residence tax.
④ Your household is not made up of only dependents of a person subject to the residence tax.
 *The condition ④ above does not apply to dependents of a DV offender.
⑤ Your household has not received or is not due to receive the monetary relief of 70,000 yen under this scheme from any other municipality.


(2) How to apply

Please send the following documents by post by Tuesday, April 30, 2024.  (Same day postmarks will be deemed valid.)

③ Declaration that you are taking refuge due to violence by your spouse or other relative:

④ Document verifying that you are evacuating from DV.
 (Examples)
  ・Certified copy of the protection order against your abusive spouse.
  ・Certificate issued by Women's Consultation Center, Domestic Violence Advice & Support Center or other relevant organizations.
  ・Notification of decision on support measures (e.g. personal data access restriction) regarding matters involving the basic resident registration network system.
  ・Documents showing that a protection order against your spouse has been issued to restrict access to your child(ren).

5. You can track your application/confirmation.

After the city receives your application/confirmation form, you can track its status from the website below.


*You need your user ID and password to log in to the external website.
*If you are sent your confirmation form: your user ID and password are printed on the bottom right of the front side of the form.
*If you have submitted your application form: your user ID and password will be sent via SMS to your mobile phone number you put on your application form.

7. FAQ

Q. I have recently arrived in Japan. Am I eligible for the monetary relief payment?


A. You are eligible for the monetary relief if you were registered as a resident in Japan as of January 1, 2023 and you meet all the requirements.
⚠ You are not eligible to receive the monetary relief payment if all members of your household were abroad as of January 1, 2023, which means that you do not meet the requirement of every individual in your household being exempt from the flat-rate residence tax.

・We will NEVER ask you to make any transactions at an ATM.
・We will NEVER visit you at home regarding the monetary relief.
⚠ If you receive any suspicious calls or visits from anyone claiming to be from the Fukuoka City government, contact the police or call the police advisory number (#9110) immediately.
