Office and Residential Rent Subsidy Program for Foreign Startups (FY2025)

1. Objectives and Outline

Fukuoka City Government provides financial aid towards rental costs for residence and/or business office to foreign entrepreneurs in Fukuoka City. The objectives of this subsidy program are to make Fukuoka a global startup city that attracts entrepreneurs from around the world to promote business startups by foreigners and to support businesses that are attractive to the city.

 

2. Eligible Persons

Foreign entrepreneurs who established a business in Fukuoka City for the first time on or after April 1, 2024 and who meet all of the following requirements are eligible for the subsidy.

Foreign entrepreneurs applying for the subsidy must:

 

  1. have Business Manager visa or the status of residence under the category of Designated Activities (Startup Preparation Activity). Startup Visa holders can also apply, but they must change their status of residence to the standard Business Manager to apply for the subsidy.
  2. intend to operate a long-term business in Fukuoka City.
  3. be a resident of Fukuoka City.
  4. not be in arrears on any payments of municipal tax.

 

 

3. Eligible Industries

Businesses that fall under one of the five industries listed below, have been certified as leading businesses, and are expected to enhance Fukuoka's international competitiveness and improve the employment rate, are eligible for the subsidy.
 

  1. Knowledge creating industries (fintech, semiconductors, software development, content production, robotics, etc.)
  2. Health, medical, and welfare industries (pharmaceutical development ventures, medical technology development, regenerative medicine, welfare equipment development, etc.)
  3. Environmental & energy-related industries (clean energy development, next-generation power storage technology, global information systems, etc.)
  4. Logistics industries (global SCM services, 3PL services, international delivery, drone logistics development, etc.)
  5. Trade industries (businesses developing international market opportunities for goods made in Fukuoka, or utilizing Hakata Port and/or Fukuoka Airport, etc.)

    Note: Businesses in the trade-related industry must be innovative or significantly contribute to the growth of other firms within the city.

 

4. Applicable Expenses

The subsidy is to be used for renting a residence and business office (including common services and maintenance fees) that are required to launch the new business.
The expenses must meet the following requirements:


1. The rental expenses for a residence and business office incurred during the period from April 1, 2025, to March 31, 2026
2. Expenses for which the amount, payment details can be verified through documentation
3. Expenses covered by the subsidy program must be incurred after the application date

 

5. Subsidized Amount and Eligible Facilities

See the chart below for information on eligible residences or business offices, and subsidy amounts. (The subsidy does not cover consumption tax, parking fees, security deposits, key money, real estate commissions, insurance, guarantor fees, and other initial expenses).

* Combined residence and office spaces may also be eligible to receive the subsidy. In this case, the monthly subsidy limit is the sum of the limits for residence and business office.

 

6.Program Scheme

 

 

 

 

Note: Performance Reports (5.) are limited to applicants whose subsidy provision has been approved. Startup Visa holders must change their status of residence to the standard Business Manager.

 

7. Number of Applicants to be Approved

Approximately three
Note: Additional applications may be accepted within the budget.
 

8. Screening Process

Subsidy recipients will be selected based on the screening of their application documents.

9. Required Documents

The required documents are as follows.
Please complete them in either Japanese or English.

If applicants submit their applications in English, Fukuoka City will provide a Japanese translation on their behalf. In addition to the documents listed below, please also submit the consent form in the prescribed format.

  • Subsidy grant application form (Form No.1(ワード:22KB)
  • Budgeted Funds and Expenditures Subject to Subsidy (Form No.2(ワード:21KB))
  • A copy of the applicant’s Residence Card (with the status of residence of “Business Manager” or “Designated Activities (Startup Preparation Activity)”

    *Startup Visa holders may also apply, but must submit a copy of the updated residence card by September 30, 2025.
  • New Business Implementation Plan (Form 1-2(ワード:123KB))
  • Applicant’s CV/Resume (Form 1-3 (ワード:61KB))
  • A copy of Certificate of All Historical Matters
  • A copy of the lease contract for rental housing, etc.
  • Articles of incorporation, etc.
  • Consent Form(ワード:15KB)  *Required only if applying in English
  • Other required documents (applicants may be asked to submit additional documents)


Please note that the submitted documents will not be returned. 
All documents and information will be used only for the purpose of screening for this subsidy program.

 

10. Deadline and Submission

(1) Deadline

For applications in Japanese:
All necessary documents must arrive no later than 5pm on Tuesday, September 30, 2025.

For applications in English:
All necessary documents must arrive no later than 5pm on Friday, August 29, 2025.

13. Notes

  1. Applicants must bear all costs associated with their subsidy application.
  2. Any questions regarding the results of the screening will not be accepted.
  3. The subsidy duration is from the date of application to March 31, 2026.
  4. The deadline for subsidy applications is August 29, 2025, for applications in English and September 30, 2025, for applications in Japanese.
  5. If applicants lose their valid “Business Manager” or “Designated Activities (Startup Preparation Activity)” residence status during the subsidy period, the Confirmation of Subsidy Provision will be canceled, even if it has already been issued.
  6. Applicants who have received their Confirmation of Subsidy Provision will lose eligibility for the subsidy if any of the following conditions are met: their submitted documents do not meet the requirements, the documents are found to be falsified, or the required procedures are not completed.
  7. The subsidy will be provided to the business after Performance Report is accepted by Fukuoka City and after Fukuoka City confirms the business performance and verifies the documentation regarding income and expenditures.
