Special Cash Paymentsas of May 22, 2020】

1. Overview
The Government of Japan will be providing ¥100,000 per person to all residents, including foreign nationals, registered as residents as of April 27, 2020. There are special circumstances where foreign nationals, who have not been able to return to their home countries due to the impact of COVID-19, may still receive payments even if their residency has been removed as of April 27, 2020.

2. How to Apply
You can apply for the Special Cash Payment either by post or online. Only people in possession of a My Number Card can apply online.

-By Post
You will be sent an application form by the City Hall. Fill in your bank account number and other details, attach copies of the necessary supporting documents such as your driver’s license or residence card and return the form in the envelope provided.
The application forms will start to be sent from the end of May; however, we will provide updates once the final details have been determined.

 The application forms will start to be sent from Friday, May 15, 2020.
 The payments will start to be transferred from Friday, June 5, 2020.
 The deadline for applying by post for the payments is Monday, August 31, 2020.

You can apply online using your My Number Card from May 1, 2020. Check the My

3. Fukuoka City Advice Line
The special advice line for Fukuoka City citizens regarding the Special Cash Payment program will be set up on Monday, May 11, 2020.

This multilingual service is available in English, Chinese, Korean, Vietnamese and Nepalese.
Open weekdays 9:00 – 18:00 and will also available on weekends and public holidays throughout May and June.


4. Beware Fraudulent Activities Claiming to be Providing the Payments
Fukuoka City Hall and the Ministry of Internal Affairs and Communications will never ask you to use an ATM, nor ask you to transfer service charges.


5. Special Exceptions for Foreign Nationals
The Immigration Services Agency will now allow renewing your residence status to “Designated Activities (6 Months)” from May 21, 2020, onwards if you were removed from the Basic Residence Register because you could not return to your home country due to the impact of COVID-19 and so your residence status was changed to “Temporary Visitor (90 Days)” or “Designated Activities (3 Months)”. Accordingly, you can now re-register as a resident.
If you have re-registered as a resident after changing your residence status or period of stay after being removed from the Basic Residence Register as of April 27, 2020, as mentioned above, you will be eligible to receive the Special Cash Payments as a special exception. Therefore, if these conditions apply to you, first re-register as a resident. The City Hall will notify you of the application procedure for the Special Cash Payments over the coming days.
