Announcement from Fukuoka City (April 19, 2021)

Stay Indoors Unless Absolutely Essential until May 19!

Due to the alarming increase of COVID-19 cases in Fukuoka City, the Fukuoka Prefectural Government is urging residents to comply with requests to stay indoors unless for essential activities and is urging foodservice businesses to restrict their business hours.

You are urged to comply with the following between April 20 and May 19:

Remaining Indoors
・Do not leave the house or travel unless for essential activities* even during the day.
*Essential activities include:
  -going to a medical facility
  -shopping for food supplies, medicine or daily necessities
  -going to work when necessary
  -exercising to maintain a healthy lifestyle
・Do not travel to regions under official emergency measures to halt the spread of COVID-19 and other regions with high numbers of COVID-19 cases.
・If travelling between prefectures, check the local COVID-19 situation and government measures in your destination, and carefully consider your journey before making it.
・Do not leave the house or travel if you display any symptoms such as a fever.

Preventative Measures
・Be thorough with basic measures to prevent the spread of the virus, such as washing your hands, gargling, wearing a mask, properly ventilating the room and avoiding the 3C’s:
 ・Crowded places
 ・Close contact
 ・Confined spaces
・COVID-19 is spreading amongst young people in their 20s and 30s and the number of people developing sever symptoms is increasing. Be careful of your own actions to prevent the spread of the virus to the elderly.
・When eating and drinking out, do so in small numbers, do not raise your voice, wear a mask when talking and finish within two hours. This includes gatherings in private homes.
・If you must eat out, choose an establishment that is not crowded and is taking thorough measures to prevent infection by ventilating the establishment, ensuring social distancing between seating, providing physical barriers to prevent droplet transmission.
・Cluster infections are occurring in daytime karaoke establishments. Wear a mask when visiting these establishments.

Restricting Business Hours for Food and Other Service Providers
Restrict business hours to between 5 a.m. and 9 p.m. if you are a foodservice operator, including restaurants, cafés, karaoke and other establishments legally permitted to serve food products under the Food Sanitation Act.
⚠Duration: Thursday, April 22 to Wednesday, May 19 (including food stalls such as yatai, but excluding delivery and takeout services)
⚠Restrict alcohol serving hours to between 11 a.m. and 8:30 p.m. (last order).
⚠Small to medium sized businesses complying with business hour restrictions can receive between \25,000 to \75,000 per day, and large businesses can receive up to \200,000 per day in financial support from the Fukuoka Prefectural Government. ⚠Foodservice operators must continue to take care with the following measures:
・ventilate the venue thoroughly as required.
・keep the volume of background music to a minimum to prevent customers from talking loudly while eating and drinking.
・provide shatter proof acrylic screens or other appropriate physical barriers to prevent transmission when appropriate social distancing cannot be maintained. Display the official Infection Prevention Declaration sticker to show customers you are taking the necessary measures.
・install a sign in the entrance of your business refusing entry to anyone who is unwell, not wearing a mask or removes their mask when not eating.

Events
Until April 30, events with raised voices or cheering must be held at less than 50% capacity. Events without raised voices or cheering must be held at less than 50% capacity or a maximum of 5,000 people, whichever number is bigger.
Social distancing of one meter must be ensured and maintained for events with no defined capacity limit.

The Fukuoka City Government is providing financial support for businesses whose sales have been negatively affected by restrictions on foodservice business hours and movement restrictions but are not eligible for Fukuoka Prefecture’s or the national government’s subsidies. Corporate businesses are eligible for up to ¥150,000 and sole proprietors are eligible for up to ¥100,000.

Announcement from Fukuoka City (March 5)

Fukuoka City previously announced that residents were urged to refrain from going out for all but absolutely essential activities and that foodservice providers were requested for shorter business hours till March 7. However, this date has been extended two weeks until March 21.
You are urged to comply with the following measures until March 21.

Remaining Indoors & Preventative Measures

Do not leave the house or travel unless for essential activities* even during the day. Do not leave the house especially after 9 p.m. unless absolutely essential.
*Essential activities include:
-going to a medical facility
-shopping for food supplies, medicine or daily necessities
-going to work when necessary
-exercising to maintain a healthy lifestyle


Avoiding a Rebound in Infections

Continue to be thorough with measures to prevent the further spread of COVID-19 and avoid a rebound in COVID-19 cases.
●Be thorough with basic measures to prevent the spread of the virus, such as washing your hands, gargling, wearing a mask, properly ventilating the room and avoiding the 3C’s:
 ・Crowded places
 ・Close contact
 ・Confined spaces
As the fiscal and academic years come to an end lots of activities will likely take place. Refrain from taking part in graduation trips, graduation parties, and welcome and farewell parties. Do not eat or drink at cherry blossom viewing parties.
●When eating and drinking out, do so with your regular social circle, in small numbers and go home as soon as you have finished eating. Choose uncrowded venues, refrain from raising your voice and wear a mask when talking.


Request to Food and Other Service Providers for Shorter Business Hours

①Food and other service providers are requested to close at 9 p.m. till March 21. Alcohol can be served between 11 a.m. and 8:30 p.m.
②The subsidy provided by the national government to business operators who comply with the request for shorter business hours will be 40,000 yen per day until March 21.
③Businesses other than the food services should also restrict business hours to between 5 a.m. and 9 p.m. and restrict alcohol serving hours to between 11 a.m. and 8:30 p.m., though this is not a request enforced by Special Legal Measures.

Announcement from Fukuoka City (August 7)

To International Students
The number of cases of COVID-19 are increasing in Fukuoka City.
Recently, the virus has displayed the following transmission characteristics:
 ・The virus is being transmitted between students at many universities and vocational
  schools.
 ・Transmission routes are not only limited to within school grounds and in dormitories,
  but also through coming into contact with people who have the virus at parties or at part-time workplaces.
 ・Students with the virus often display mild symptoms or no symptoms. Therefore, they
  do not realize that they have the virus but can still transmit the virus to vulnerable
  people at risk of developing severe symptoms, such as the elderly or people with pre-
  existing medical conditions.
 
Protect yourself and your loved ones by taking basic measures to prevent transmission:
 ・Avoid the three C’s: closed spaces, crowded places and close contact
 ・Practice social distancing: keep two meters from other people
 ・Wash your hands and face whenever you get home
 ・Where a mask when going out or when talking to others

In addition to the above instructions, you must be especially careful to take measures to prevent transmission when meeting friends and at your part-time workplace.

Về biện pháp miễn giảm phí Bảo hiểm Sức khỏe Quốc dân và tiền trợ cấp thương tích và bệnh tật

Do bệnh truyền nhiễm virus Corona chủng mới, những người đã tham gia Bảo hiểm Sức khỏe Quốc dân thỏa mãn điều kiện nhất định sẽ được miễn giảm phí bảo hiểm.
Ngoài ra, sẽ chi trả tiền trợ cấp thương tích và bệnh tật cho lao động đang tham gia Bảo hiểm Sức khỏe Quốc dân của Thành phố bị nhiễm bệnh truyền nhiễm virus Corona chủng mới (hoặc nghi ngờ bị nhiễm do có các triệu chứng như sốt, v.v.), và nghỉ phép.

Thông báo từ thành phố Fukuoka (ngày 14 tháng 5)

Hôm nay, chính phủ đã gỡ bỏ tuyên bố tình trạng khẩn cấp đối với tỉnh Fukuoka, kêu gọi hạn chế ra ngoài và đóng cửa của tỉnh Fukuoka dành cho người dân trong tỉnh cũng đã được nới lỏng.

Tuy nhiên, vẫn còn khả năng lây nhiễm lan rộng lần nữa nên tỉnh Fukuoka vẫn tiếp tục đề nghị hạn chế ra ngoài khi không cần thiết, không gấp gáp, hạn chế di chuyển sang các tỉnh khác v.v.

Ngoài ra, tuy hầu hết các lời kêu gọi đóng cửa dành cho những người kinh doanh, giới hạn thời gian kinh doanh cửa hàng ăn uống v.v. đã được gỡ bỏ nhưng tỉnh Fukuoka vẫn đề nghị kinh doanh trên cơ sở áp dụng các biện pháp ngăn ngừa lan rộng sự lây nhiễm và đối với một số ngành nghề từng phát sinh ổ dịch thì vẫn tiếp tục kêu gọi đóng cửa.

Từ ngày mai, ngày 15 tháng 5, thành phố Fukuoka cũng đề nghị mọi người dân thành phố thực hiện hình thức sinh hoạt mới trong thời đại “With Corona (sống chung với Corona )”.
Ví dụ,
- Tránh 3 chữ mitsu (kín/đông/gần)
- Giữ khoảng cách 2m với người khác
- Đeo khẩu trang khi nói chuyện lúc ra ngoài
- Rửa tay, rửa mặt ngay sau khi về nhà
v.v.

Ngoài ra, như là lối sống mới,
- Sử dụng dịch vụ mua hàng trực tuyến và thanh toán điện tử khi mua sắm
- Trong ăn uống thì sử dụng dịch vụ mua đem về hoặc dịch vụ giao hàng, ngồi theo hàng ngang
v.v.

Đặc biệt, như là tiêu chuẩn đời sống mới, từ ngày mai, khi sử dụng tàu điện ngầm, bắt buộc phải đeo khẩu trang. Toàn thành phố cùng đoàn kết, dốc sức vào chương trình nâng cao ý thức “Mask & Ride”.

Các cơ sở công cộng và sự kiện của thành phố Fukuoka cũng sẽ được mở lại theo thứ tự trên cơ sở áp dụng các biện pháp ngăn ngừa lây nhiễm.

Các trường tiểu học, PTCS, trường hỗ trợ đặc biệt và trường PTTH của thành phố Fukuoka sẽ bắt đầu lại từ ngày 21 tháng 5 (thứ Năm) theo giai đoạn.
