The Japanese national government is providing residence tax exempt households with emergency monetary relief of
\100,000 per household to help support financially struggling households during the ongoing COVID pandemic.
The scope for the relief scheme has been extended since June 2022. Fukuoka City is sending information and a confirmation form to households that have become newly exempt from residence tax in FY2022. Please note, households that have already received an emergency monetary relief payment for residence tax exempt households in the past are not eligible this time.

(1) Households exempt from residence tax in FY2022
Households whose residence record was in Fukuoka City as of December 10, 2021, and every eligible individual in the household* has become newly exempt from the flat-rate residence tax for FY2022.
*Households exempt from the flat-rate residence tax according to regulations are also included.
(2) Households exempt from residence tax in FY2021
Households whose residence record was in Fukuoka City as of December 10, 2021, and every eligible individual in the household* was exempt from the flat-rate residence tax in FY2021.

(3) Households whose income has suddenly decreased
Households whose residence record is in Fukuoka City at the time of application and whose gross income has suddenly decreased since January 2022 due to the COVID pandemic to the level
equivalent to the condition described in (1).
*Eligible households can receive this monetary relief only once per household. Even if you meet more than one of the requirements set out in (1), (2) and (3), you cannot receive the payment more than once.
*For (1),(2) and(3), households with only dependents of a person subject to the flat-rate
residence tax are NOT included.
⚠ How we determine if you are classed as households whose income has suddenly decreased:
Residence tax exemption is determined by assessing if the gross income of each individual in the
household qualifies for full exemption from residence tax, NOT the total gross income of the
wholehousehold. Your annual gross income is calculated by multiplying your income of January 2022,
or any month after, by 12. If your annual gross income does not meet the requirements, we will
look at the annual net income.
If you are uncertain whether your household has a suddenly decreased income, contact the call
center below.
You must submit an application to receive this monetary relief.

・ You must submit an application.
・ Complete the application form and send it to us by post with the relevant supporting documents.
・ Your application form and supporting documents must reach us no later than September 30,
2022.
Payments will be transferred to your bank account once we have received your confirmation form or application form, and after the assessment process has been completed.
⚠ Payments will be made approximately 3 weeks after your confirmation form or application has
been received. However, payments may be delayed if the information in your application is
incorrect or supporting documents are incomplete.
・If you are taking refuge due to domestic violence or other reasons, you may still be able to
receivethe monetary relief even if you are not at your registered address. Contact the call center belowfor more information.

Q: I have recently arrived in Japan. Am I eligible for the monetary relief payment?
A: This payment is for people who, as of December 10, 2021, were registered as a resident (or
were living in Japan without a residence record). Anyone who entered in Japan on or after
December 11, 2021 is not eligible.
Q: I have received this payment once. How many times can I receive payments?
A: This monetary relief payment can only be received once per household. In addition, households that do not meet the conditions (1), (2) or (3) defined in Section 2 above are not eligible.
