Creating Fukuoka's Future

In March 2014, Fukuoka was selected as one of the Japanese government's National Strategic Special Zones. The purpose of the zones is to foster competitive industries in certain regions by promoting bold deregulation. Fukuoka was one of only six regions selected from among 197 applicants―evidence of the national governments’ high hopes for the region.

The official title of Fukuoka's zone is the National Strategic Special Zone for Global Startups and Job Creation. The aim of this zone is to encourage people to start new businesses and give companies incentives to offer new services, which ultimately creates jobs and opens up new markets. The City will relax various regulations to make it easier to start new companies and business ventures. Even before Fukuoka received special zone status, it offered support to entrepreneurs with an initiative called Start Up City Fukuoka. And now those efforts will be strengthened.

Specific support measures include the reduction of company registration taxes, enhanced funding programs for startups and business expansion, and a business plan contest for entrepreneurs from around the globe. Last October, the City opened the Startup Cafe to provide one-stop support for business startup procedures. The Cafe also serves as a hub where prospective entrepreneurs and their supporters can interact freely.

Fukuoka is one of the few cities in Japan whose population continues to grow despite the dwindling population at the national level. It boasts a high percentage of young people, thanks in part to the numerous universities that attract students from throughout Japan and around the world. Office rents in Fukuoka are comparatively cheap and the compact city is easy to navigate, making it a great place for startups. Now, with the Strategic Special Zone initiatives, things will only get better for entrepreneurs.

福岡の未来をつくる「創業特区」

　福岡市は2014年3月に「国家戦略特区」のひとつに選定されました。「国家戦略特区」は地域を指定して規制緩和を進めることで、国際競争力のある産業を育てることを目的とした取り組みです。今回は全国で6つの地域が指定されましたが、応募総数１９７の地域から選ばれただけに、その期待の高さが伺われます。

　福岡市が掲げているのは「創業特区」。新しい会社ができたり、新しいサービスが創出されると、それだけ雇用が生まれたり、市場が広がったりします。そこで、新しい会社や事業を始めやすくする規制緩和を行うのが「創業特区」です。もともと福岡市は「スタートアップ都市ふくおか」を宣言し、早くから創業を支援する取り組みを始めていました。特区制度を活用することで支援をより強力に進めることができます。

　具体的には創業に関わる登録免許税を軽減したり、スタートアップやステップアップのための資金の融資制度を充実させたり、国内外の起業家によるビジネスプラン・コンテストを実施したりしています。また昨年10月には創業から人材確保までをワンストップで支援する「スタートアップカフェ」が設置されました。創業を目指す人だけでなく、それを応援する人も気軽に集まって交流できる場所です。

　少子高齢化が進む日本の中にあって、福岡市は人口が増え続けている数少ない都市のひとつ。また人口における若者の比率が高く、大学が多くて学生が多いだけでなく、各国からの留学生も数多くいます。オフィスの賃料も安く、コンパクトな街なので通勤のストレスも少ないなど、スタートアップに適した環境を持つ福岡市。特区指定で創業への取り組みをますます加速させています。
