Office and Residential Rent Subsidy Program for Foreign Startups (FY2017)

 


 

1. Objectives and Outline

Fukuoka City Government will provide financial aid towards rental costs for residence and/or business office to foreign entrepreneurs in Fukuoka City. The objectives of this subsidy program are to make Fukuoka a global startup city that attracts entrepreneurs from around the world, to promote business startups by foreigners, and to support businesses that are attractive to the city.

 

 

 

2. Eligible Person

Foreign entrepreneurs who will be, or are planning to, establish a business in Fukuoka City on and after January 1st, 2016 and meet all of the following requirements are eligible for the subsidy.


(1) Must acquire the “Business Manager” residential status. (Startup Visa holders also may submit an application for Startup Business Certification but must have renewed his/her residential status to “Business Manager” to apply for the subsidy.)


(2) Must be intending to operate a long-term business in Fukuoka City.


(3) Must reside in Fukuoka City.


(4) Must not have unpaid national or regional taxes.

 

3. Eligible Industries

Businesses that fall under one of the five industries listed below, have been certified to be a leading business, and are expected to strengthen Fukuoka’s international competitiveness and improve the employment rate, are eligible for the subsidy.


(1) Knowledge Creating Industries (semi-conductor, software development, contents production, robotics, etc.)


(2) Health, Medical, and Welfare Industries (pharmaceutical development venture, medical technology development, regenerative medicine, welfare equipment development, etc.)


(3) Environment & Energy Industries (clean energy development, next-generation power storage technology, global information systems, etc.)


(4) Logistics Industries (global SCM service, 3PL service, international delivery, drone logistics development, etc.)


(5) Trade Industries (businesses developing international sales for goods made in Fukuoka, industries utilizing Hakata Port and/or Fukuoka Airport, etc.)

 

4. Applicable Expenses

The subsidy is to be used for renting a residence and business office (including common service fee and maintenance fee) that are required to implement the new business. The expenses must meet the following requirements:

① Documentations that prove the amount of expenses and that the payments have been
made are required.
② The expenses covered by the subsidy program are those generated after the application
for startup business certification is submitted, from the day the business is founded and
the rent contract is finalized.

 

 

5. Subsidized Amount and Eligible Facilities

See the below chart for eligible residences or business offices and the subsidy amounts. (Consumption tax, parking, security deposit, key money, real estate commission, insurance, guarantor fee, and other initial expenses are not covered by the subsidy).

(※1) The start date of subsidy provision will be after the application for startup business certification has been submitted, on the day in which the business is found and the rent contract is finalized.
* Entrepreneurs who combine their residence and office also may be eligible to receive subsidy. In this case, the monthly subsidy limit is the sum of the limits for residence and business office.

6.Scheme of the Program


 

※ ⑤ Applications for the subsidy are limited to applicants whose startup business certification application has been approved. The deadline for Subsidy Application is the end of January 2017.

7. Approved Number of Applicants

Approximately five applicants


8. Screening Process

A committee of experts will evaluate the New Business Implementation Plan and other documentation to approve startup business certification and determine which entrepreneurs will receive the subsidy.

9. Required Documents

The documents listed below must be submitted in Japanese.

  • ※Please note that the submitted documents will not be returned. Documents and information will only be used for the purpose of screening for this subsidy program.

13. Notes

  • (1) Applicants will be required to pay for all costs incurred in applying for the subsidy.
  • (2) The results of the screening process are not subject to question.
  • (3) The applicant’s Startup Business Certification Application must be approved in order to be eligible to apply for the subsidy. Please be aware that subsidy applications will only be sent to applicants whose Startup Business Certification Application has been approved.
  • (4) Should the duration of receiving a subsidy cross over multiple fiscal years, subsidy receivers are required to reapply for the subsidy for each fiscal year (for example, one has to apply twice between August 2016 to November 2017).
  • (5) Subsidy Applications will be accepted until the end of January 2017.
  • (6) Applicants who received their Startup Business Certification will lose eligibility for the subsidy should submitted documents not meet the requirements, documents found to have been falsified, or required procedures not be completed.
  • (7) The subsidized amount may be reduced even after the business is approved due to budget limitations or other reasons.
  • (8) The subsidy will be provided to the business after Performance Reports to Fukuoka City are accepted and after Fukuoka City confirms the business performance and documentation of income and expenditures, etc.
